Sumatera Barat, geographically has characteristic that boundary with indian Ocean and Bukit Barisan on the eastern. According geographically condition Sumatera Barat has high evaporation; it’s potential to be rainfall. Sumatera Barat has two rainfall peaks that is March and October. According that condition, Sumatera Barat has locally condition impact. Because of that, we need to making a model that can calculation all locally parameter to making a complete prediction. In this case, we use Neural network back propogation. Back propogation method using 3 input layer: total index, precipitable water and convergence, 1 out put layer: rain day, momentum 0.9, learning rate 0.1, error global 0.001 and logsig activation. Them model has 80 % accuracy for training and 70% accuracy for real observation data. It is mean this model can identify the local conditon.
