The concept of governance is not new. It is as old as human civilization. Simply put means : the process of decision making and the process by which decisions are implemented. Government is not only the actors involved in good governance. There are also several actors that involved depending on the level of government that is mentioned. For instance, in rural areas, they may include land lords. Association of farmers, cooperatives, religious leaders, etc. But in urban areas, which is much more complex, the actors will be heuge and complex too. Good governance has eight major characteristic. It is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule. Very few countries or societies in the world have come close to achiveng good governance it its totally. Indonesia, the one of developing countries, is still learning and develoving its public management in achieving social welfare and justice. Ironicall, if we compare within the eight major characteristic of good governance and what has been praticed in Indonesia (government), beyond of compliance. Eventhough such conditions are debatable, many government policy and activity actually are proper to be evidences how weak the implementing of good governance concept in this country.
